FG ₦758bn Pension Bond: What Retirees Need to Know
Lagos, 14 October 2026 · Gopexly Desk · Published 14 October 2026 at 17:00 · 5 min read
The Federal Government's ₦758 billion pension bond has funded payments to 957,045 retirees and cleared pension debts it inherited, some of them outstanding since 2007, according to National Pension Commission (PenCom) Director-General Omolola Oloworaran. She said nearly one million Nigerians have now been paid money they had already earned. Alongside the bond, PenCom listed several changes that affect how much retirees receive and how fast they get it. Here is a plain guide to what has changed and what current workers should do.
What the pension bond did
Oloworaran said President Bola Tinubu approved the ₦758 billion Federal Government Pension Bond to settle pension liabilities that had passed from one administration to the next. Through it, payments have reached 957,045 beneficiaries.
Punch and THEWILL reported the same figures from the 2026 PenCom Media Conference in Lagos on 6 October. Nigerian Tribune reported on 13 October that she repeated them at a media conference in Abuja. Punch described the result as clearing a 17-year backlog.
In simple terms, a bond is a way for a government to raise money now and repay it later. The reports we read do not give the bond's tenor or interest terms, so we do not include them here.
The key numbers
| Item | Figure |
|---|---|
| Size of FG pension bond | ₦758 billion |
| Beneficiaries paid | 957,045 |
| Oldest liabilities cleared | Outstanding since 2007 |
| Retirees covered by Pension Boost 1.0 | More than 241,000 |
| Monthly pension payments before and after Pension Boost 1.0 | ₦12.15 billion to ₦14.83 billion |
| NSITF retirees reviewed | 2,116 |
| NSITF arrears paid | ₦8.70 billion |
| Benefit approval time | From up to 21 months to 48 hours |
Pension Boost 1.0: a raise for existing retirees
Oloworaran said retirees under the Contributory Pension Scheme had received an across-the-board pension increase for the first time in many years. Pension Boost 1.0 raised monthly pensions for more than 241,000 retirees. Total monthly pension payments to them rose from ₦12.15 billion to ₦14.83 billion, an extra ₦2.68 billion a month, THEWILL reported.
NSITF pensioners: first review in 21 years
Pensioners of the defunct Nigeria Social Insurance Trust Fund (NSITF) had received the same pension since 2005. PenCom invoked the law and directed a full review.
- Combined monthly pensions for 2,116 NSITF retirees rose from ₦12.56 million to ₦159.95 million, an increase of 1,173%.
- ₦8.70 billion in arrears has been paid.
- One retiree who received about ₦18,000 a month now receives about ₦206,000.
Faster payment when you retire
Two changes are meant to stop new backlogs from building up.
Accrued rights credited early. Accrued rights are pension benefits earned for years of service before the Contributory Pension Scheme began in 2004. Through a one-time verification and enrolment exercise, PenCom said accrued rights have already been credited to the Retirement Savings Accounts (RSAs) of enrolled federal employees due to retire up to December 2029. Enrolment closes in December 2026.
Zero Waiting Time. Under this policy, federal retirees start receiving their pension as they retire, in step with the monthly salary cycle. Oloworaran said the era of retiring into a queue is ending.
48-hour approvals. Retirement benefits that once took up to 21 months to approve are now approved within 48 hours. She said this is a mandatory service standard binding on every Pension Fund Administrator (PFA), not a target.
The new Exit Benefit Scheme
Since 1 January 2026, eligible employees of treasury-funded federal ministries, departments and agencies with at least 10 years of qualifying service are entitled to an extra benefit equal to 100% of their total annual emoluments, on top of their normal pension. The first 175 retirees received about ₦1.1 billion in August.
| Exit Benefit Scheme | Detail |
|---|---|
| Start date | 1 January 2026 |
| Who qualifies | Employees of treasury-funded federal MDAs with at least 10 years of qualifying service |
| Extra benefit | 100% of total annual emoluments, on top of normal pension |
| First payments | About ₦1.1 billion to 175 retirees in August |
What else PenCom announced
According to THEWILL and Punch, PenCom also said:
- Pension assets grew from ₦20.79 trillion in July 2024 to ₦31.48 trillion in June 2026.
- 938,229 Nigerians joined the Contributory Pension Scheme over the same period.
- PenCare, free healthcare support, will start with 30,000 low-income retirees.
- A Minimum Pension Guarantee will be activated for eligible retirees.
- Accredited Pension Agents are taking the Personal Pension Plan to traders, artisans, farmers and transport workers in the informal sector.
What this means for investors
- If you are a federal worker retiring by December 2029, check that your accrued rights have been credited to your RSA. If you have not enrolled, do so before the exercise closes in December 2026.
- Check your RSA statement regularly. Confirm your employer's contributions are arriving and that your details with your PFA are correct.
- Know your rights on timing. PenCom says 48-hour approval is mandatory. If your PFA takes much longer, ask why and escalate to PenCom if needed.
- Pension money is a big market force. With ₦31.48 trillion in assets, pension funds are among the largest buyers of government bonds and other Nigerian securities. Their growth can support demand for these assets.
- Self-employed? Look at the Personal Pension Plan. It is designed for people outside formal employment who want to save for retirement.
